'Global Touring' tries to cover all the ways BMW riders can tour around the world. Each month or so, BMW OWNERS NEWS offers articles about programs and resources to help you ride in Europe and elsewhere globally, including group tours, BMW rentals, airfreight programs, bike trading, insurance services, and related information. Because each BMW ON tends to describe only one or two services in depth, it's easy to miss the bigger picture.

These service listings are primarily, but not exclusively, for the 'most of us' with relatively short-term, 2-4 week, riding vacations.

BMW dealer listings are now updated online at each national BMW website (below), all of which are also linked from the BMW portal, www.bmw-motorrad.com. The BMW/ Garmin GPS software list of most BMW Euro bike dealers is downloadable from the BMW UK website, www.bmw-motorrad.co.uk (click 'Navigation/Downloads/Software').
Federation Internationale Motorcycliste (www.fim.ch)'s Commission on Leisure Motorcycling maintains a worldwide touring website, www.ridefim.com.The FIM European affiliate, Union of European Motorcyclists' website, www.uem-online.org, has useful Euro-specific touring information, including ferry routes & links, some 'motorcycle friendly' accomodations, and downloadable motorcycle touring maps of the Alps and adjacent regions produced by Germany's ADAC (www.adac.de) national auto & motorcycle club. ADAC's motorcycle paper maps also available free to AAA/CAA members at many ADAC offices in Germany.
Maps & Route Planners. The best paper maps of Europe are by Michelin. For some countries, other maps are useful supplements: British Ordanance Survey, www.ordsvy.gov.uk; Swiss Federal Cartography, www.swisstopo.ch; Italian Touring Club (TCI), www.touringclub.it; Cappelen, www.cappelen.no for Norway; Germany's Ryborsch Verlag for Turkey. EURO BIKE INSURANCE/ AGENTS & TRAVEL INSURANCE

Minimum mandatory European 'Green Card' liability coverage is required for your North American (or other non-European)-registered bike taken to ride 'temporarily' in Europe; it is not part of your US domestic policy and not available from your domestic US bike insurance company (with exceptions noted * below). Get it before you leave to clear bike through Euro Customs, and to ride legally in Europe. Minimum mandatory third party liability-only Green Card insurance is also administered by the 'motor insurance bureaus' of most European countries, through a Council of Bureaux, www.cobx.org. In addition to the agents above, it is also sold at some Euro (but not UK) autoclub offices, including notably any German ADAC office, www.adac.de, at premiums much lower (2006 = 30 Euros or ~US$40/month) than charged by American agents. But optional physical damage or theft insurance is not available or included as part of the liability-only Green Card coverage sold by Euro autoclub offices. Effective 2002, Green Card insurance is not available by application to ADAC in advance of arrival in Europe; you can obtain it directly from ADAC (only) by personal visit to any ADAC office with your vehicle registration & drivers license (payable by Visa/MC).

For personal medical & travel insurance to Europe and elsewhere overseas, some US medical insurance company policies reimburse for medical expenses incurred outside the US; others, including US Medicaid & Medicare, do not. Check your policy. EUROPEAN PURCHASE & DELIVERY

The BMW corporate-administered program offering European delivery of new USA or CDN-specification BMW motorcycles to civilian customers ended in 1993; its continuation by BMW dealer BMWNY ended in 1998. US citizens are also not allowed to order US-spec BMW motorcycles directly from European BMW dealers for European delivery. The only exception is that US armed forces personnel in Europe may be able to purchase US-spec BMWs for European delivery by special order through the BMW subsidiary of the country where they're stationed, or through specialty agents in Europe such as www.militarysalescenter.com or www.bmw-military-sales.com.

As a general rule, European countries require that a person be a 'resident' to legally purchase/ title/ register & insure a motor vehicle in their own name. US (any country) civilian citizens traveling in Europe as tourists can not therefore legally buy bikes in Europe (some non-Europeans 'get around' this restriction by having a local citizen/ friend register & insure a bike in the local's name, but this obviously requires a close personal relationship). US civilian citizens in a European country on a student, work or similar 'resident' visa can legally buy, register & insure a bike in that country.

The exact procedures for vehicle purchase/ title/ registration & insurance vary between Euro countries. In Germany, for example, vehicle registration is a local municipality, not State-level function. If you're legally able to buy & register a bike, insurance must be obtained from an underwriter/ broker in that country (there is no 'reciprocal' underwriting of Euro-registered vehicles by US insurance companies). Because your US driving & insurance record is not available to European insurance companies, it may help obtaining Euro insurance at reasonable rates to get a summary of your US driving and insurance record to show Euro insurance agents.

Some Americans ship & keep/store a US-registered bike in Europe for periodic riding, retaining US home State title/ registration & insurance, and Euro-insuring the bike (only) for the periods during which it's ridden there (using temporary Euro green card insurance described above). This is technically against local Euro registration rules (as it is in the US), but such rules are not 'enforced' so long as the rider has current US registration and temporary Euro insurance documents. Such US-registered bikes very occasionally become available for sale, and the sale transaction is handled just as one would in the US; there is no involvement of local Euro agencies.

If you're legally able to buy a Euro-spec bike in Europe, do not expect or plan to ship/ return that bike with you to the US, for reasons described in the next section..

IMPORTING EURO-SPEC BMWs TO USA

Motorcycles are originally manufactured to safety & emissions specifications that differ between Europe, USA, Canada, and other world markets. BMWs built for original sale in Europe can be legally imported into, & re-titled/registered in the USA, but only if first 'conformed', that is changed to meet US DOT & EPA requirements. To conform a Euro-spec BMW to US-spec is complicated, expensive & time-consuming enough that (together with transatlantic shipping cost) it is not cost-effective or recommended under most circumstances. NOTE: these rules apply only to Euro-spec bikes imported to the US with the purpose of 'permanent' re-registration in the US; personally-owned bikes brought to the US by non-resident Europeans for 'temporary' touring up to 12 months are NOT subject to these rules.

The required process is described at the websites of US Customs, www.customs.gov/xp/cgov/import/infrequent_importer_info/personal_vehicle.xml,  US DOT/ National Highway Traffic Safety Administration (NHTSA), www.nhtsa.dot.gov/cars/rules/import; and US Environmental Protection Agency (EPA), www.epa.gov/otaq/imports. EPA info is also available from EPA imported vehicle staff tel 734-214-4100.You must contract with a NHTSA "Registered Importer (RI)"--listed on the NHTSA website--who is also an EPA "Independent Commercial Importer (ICI)" or affiliated with an ICI, in advance of the bike being shipped/imported to the US. If you try to import a Euro-spec bike without an RI/ICI contract, US Customs can seize the bike or require you to re-ship it to Europe. The NHTSA website lists many RIs; of these, only six are also registered as EPA ICIs as of May 2005. In 2004-05, only two RI/ ICIs have conformed BMWs:

Expect an RI/ICI to charge a minimum $3000 for required DOT & EPA documentation. The process takes up to 6 months after the bike arrives in the US, during which it is held in Customs bond by the RI/ICI while the federal documentation, emissions and physical changes are completed, and only then released to you for title/registration in your home State. Some BMWs previously imported & listed with "VSP" numbers on the NHTSA website may cost less and take less time. Actual physical safety changes required are relatively minor (mph speedometer, DOT headlight, reflectors, tire placard) for most late model bikes; most of the cost/time is in the EPA emissions testing, and safety/emissions documentation, process NHTSA & EPA require of the RI/ICI. Euro-spec bikes at least 21 years old are exempt from these requirements.

Bikes manufactured to Canadian-spec are subject to a similar process to import/change to US-spec, but the rules differ, are listed separately on the NHTSA website and in EPA material. Canadian-spec import documentation is much less expensive (est.$400) and handled by Canadian-specialist RIs.  NHTSA import regulations allow an alternative process to obtain a manufacturer's letter instead of using a RI; but BMW AG, BMW NA, and BMW Canada will not assist you in any case by issuing a letter; you must use a Registered Importer/Independent Commercial Importer.

NOTE: the above requirements do NOT apply to Euro-spec bikes being 'temporarily' imported--e.g. for touring--by their owners to the US/Canada for up to 12 months to ride under European (or any overseas) registration before being re-exported back to country of origin.
