I own a '71 SWB R75/5 and need racks for a set of BMW Touring Bags. I've fouind a Hepco Becker rack for Krauser bags on ebay and am wondering if they will fit.

Well, if these are the mounts you are looking at, it does state that they are for a SWB /5 so I'd imagine that they will fit your bike.
Whether the "BMW" bags will fit the rack is another story.
BTW, if these are the mounts you are looking at, I'd be sure to ask if the mounting latch plates are included. (the mounting latch plate might be another "problem" with regard to making the BMW bags work).
