    Totally agree on poor quality from China. Unless something is done, there will be NO manufacturing left in the U.S. (it's getting closer that end every day).

    Calling it 'their mistake' seems like you've already made up your mind about it. Personally, based upon the limited information available, I can't see that the dealer made any mistake. If they'd spent hours trying to get the bolt out without breaking it would you be on here carping about having to spend all that labor time on a rusted bolt? The dealer didn't cause the rust (did they?) so how is it that they have any responsibility?

    The only thing I see the dealer as guilty of in this case is not clearly communicating what their position is and apparently throwing up some specious argument about maintenance intervals. They should have called the owner and said something to the effect "What do you want us to do with your rusted up bike?"

    How to fix it...

    If it were mine, I would retreive the tank from the dealer, drill out the broken bolt and use JB Weld to install a replacement from the inside out. It will last forever especially if it's stainless. And I would pay them only for the time they have in it so far and never let them touch my bike again.

    That seems safe ! BTW, The O/P said the bolt was UNDERNEATH the fuel tank not IN it.

    Corroded bolts are a fact of life, some can be worked free, some can't and who tries to free it makes little difference (shy of an amateur).
    Try pulling down an outboard that has been exposed to salt water.

    Without all the facts of the $950 bill it is very hard to fairly comment, there must be more details.
