exhaust question

I have a question regarding a Laser exhaust that I picked up. I was having a look at it today, noticed a rattle noise and out slide the curved bar noted in this photo:



Any suggestions on what the bar is?

Looks like an alignment tool or spacer used during the welding process.
Can't imagine it has much to do with the silencer itself.

Maybe they left it in there by accident during assembly? Someone here is sure to know better than I though...
