In the U.S., for non-Pre-Order Program bikes the 3rd brake light is an optional accessory -- same for the Pre-Order K16GTs (for which the top case is also an optional accessory). The Pre-Order K16GTLs will all be provided a 3rd brake light for free, whenever they come into stock (owner responsible for installation cost) -- this is a one-time thing, due to the initial pre-order literature indicating it would be supplied with the GTL's.
