This is true. Within each 24 hour period there is a certain amount of time for which you earn bonus points for sleeping. It is up to the individual rider as to when.
The Ironbutt assn. is very concerned about safety on all of their rides. there are several pages on the website related to how to tell when you are getting too tired,

Yes - there are sleep bonuses. They vary in the time period in which they may be taken, in their required duration, and in their point value. If you go to the Iron Butt Association site you can probably find a sample bonus listing to look at.

While these rest periods are called bonuses smart riders don't pass one of these up because they are worth enough points that there is nothing else they can be doing that would earn more points. It is only not mandatory because with mandatory would mean that if you mess up paperwork, you would be out of the rally so having it as a bonus worth a ton of points makes it so everyone takes advantage of it.
