Consider looking around local swap meets... They have a gathering here at a local diner where classic/vintage cars are shown and there's a side area that sells all kinds of new/used parts. I bought a 1973 license plate for my car and a 1969 plate for my /2. These plates had never been on a vehicle before. I've since registered both with those plates. If they don't have any license plates there, ask around to get some ideas of where to look.
