the decreased resistance to the circuit is what is causing the fast flash rate.
I've tested the bulbs and they are good. I'm thinking maybe a connection under the tank?
the turn signals get stripped away from their connections?
that would be a next option. have you checked for current at the bulb sockets?
Fast flash indicates that the flasher does not sense the load of your front signals. Ergo: connection is broken somewhere.
It could be the push-on connectors behind lamp socket inside of the turn signal stalk. Just get a voltmeter, open the turn signal and start chasing down the bad connection. Very simple.
