How do I remove fork lock?

I have a '75 R90/6. I can not get the front fork lock to work, the key will not turn in the lock. It has never worked since I have had the bike, about a year. I would like to take the lock out and make either get it working freely or re-key. Thanbks in advance.

It's been years since I have locked the forks on my 82 R100RT, but I seem to remember that there is a trick to getting the lock to turn. You have to push the lock in while trying to turn it. Also, make sure the forks are turned to the proper position for the lock pin to insert into the steering column shaft.
