Note the lean conditions at <40% throttle, based on CO output.
Could there be a link between what can only be described as a ludicrously lean condition and surging?

Sure, its part of it. But there's probably some kinematic effect too.....flywheel weight, lumpy cams, vehicle weight, the snatch of three camchains at low-mid rpm, big 'ol pistons, etc etc. Let's just say the mixture isn't helping. :)

Fascinating. What would it take to run my RT on that dyno?

Call Marc at Factory Tuning. Tell him you read about Patrick Burn's dyno results on that RS. They're right down the street from our house.

this is my baseline for the S and then my modifed S. runs are about 12 months apart in time and about 11k miles between...we first thought it was running lean, but it looks like a perfect mix for being stationary on the dyno. the mods consist of a larger volume induct, staintune exhaust, k&n filter, and a suited FIM chip.
