My PIAA's don't always come on and now they are off completely. I here a click like a solenoid but it sounds like it is under the gas tank. If that is where it is at, how do I lift or remove the tank.

The Clymer manual covers removing the tank. BTW This may be a good time to replace the fuel quick disconnects with better quality items. Do a search here http://www.r1150r.net/

It's not that difficult, but wait until your low-fuel light comes on before you take off the tank. Believe me, it makes a difference. Remove the rear side panels as well, it makes replacing the tank a lot easier. When you start removing the screws, some are longer than others, make note where they go. Be careful not to lose the little washer thingys that these screws go into (you'll know exactly what I mean when you take out the first screw).

As for your lights. Going from what you haven't said, I'm assuming you've bought this bike with the lights already installed. If that's the case, perhaps the previous owner tapped the switch's wire into a power-on wire (ie. headlight wire) and it's come loose.

If you are hearing the click of the relay, check the bulbs first. If the installer was planning ahead, the fuse and the relay should be within grasp after you remove the seat. The relay may itself be bad, the bulbs are easier to check with either continuity check or voltage test of the sockets.

To remove a tank: I am doing this from memory...We have an '02 as well but am not out in the shop...

remove seat
remove two screws at side body panels where they meet the tank

remove plastic trim cover on right side below tank, one screw
this exposes the large Torx bolt that secures rear of tank. It also gives you access to the quick release fittings for the fuel lines as well as the electrical connector to the fuel pump and the vent hoses

If you are just tilting the tank up, remove the single torx bolt and lift rear of tank, setting a block of wood on top of battery.

If you still cannot see the relay...

remove the two screws under the oil cooler scoops and lift straight up...there are two grommets that the top of covers pop into
now remove the two torx screws near those two grommets and the one screw ( maybe 2...this is the memory part) hidden by the covers you removed at bottom of tank edge. The oil coolers will seperate from tank...just let them hang..they won't tilt far.

Disconnect the QR fuel lines...BE CAREFUL and have adequate ventilation and a plan just in case... they have been known to break, leaving the male probe in the fitting. a little vaseline on the o-ring on the probe will facilitate them when reinstalling ...they click when they are fully set.
right behind those fittings are two small vent lines headed to rear of bike and plastic splices near the side trim panels ...pull them apart...one with splice forward, the other splice rearward to assure correct orientation when reconnecting. Some folks use marking tape instead.

Disconnect the electrical connector near the QR fittings ...this goes to fuel pump in tank


Tank may now be lifted off, it sits on two large bushings on either side at front of tank

Tank removal is actually in the little service booklet that comes with the bike. The instructions are pretty good. Be careful with the fuel disconnects (replace with metal ones as noted above. Also be careful not to switch the two vent lines.
