Locked Steering head on 04' R1150R

We are unable to get the steering head unlocked on a 04' R1150R. The parking light is on and the steering head is locked. Unable to turn the key in the ignition in order to get the steering head unlocked and parking light off.

Any suggestions or ideas on how to solve this problem?

I'm guessing you've tried this, but on my bike I sometimes have to turn the bars just a bit away from full left lock to get the key to turn (same bike, two years older).
