I scratched my right mirror assembly, I went to the local paint/body shop and they told me it would be extra for a custom color. I have a champaign metallic #417 color code. I don't think there is a clear coat on it. Would it be cheaper to go to the nearest BMW dealer and buy the paint and bring it to the local shop? Any thoughts?

Buy a small bottle of touch up paint from the dealer. Do it yourself and don't sweat it if it's not perfect. It will look fine unless you're some sissy who has to have a perfect bike:D

A while back, I was searching for touch up paint and called every dealer I could find. All told me the same thing. Paint is now considered hazardous material and BMW can no longer import to the US. (don't know if this is overall or just for the color I needed. My bike is an '05)
If you find this is the case, you can go to a local body shop who can color match your paint or mix by the paint code.

If you want it to really match , and are willing to pay for a 1/2 pint auto paint suppliers can custom mix any color and the better equipped ones have a gizmo to take a "picture" of your paint and then color match it-it also tells them if there is a formula already available that is close. I would think your paint IS a base coat/ clear coat as most are for some time. If you don't have a sprayer(or if not needed buy a brush for nicks) you can get a Preval that uses a gas cannister and spray small items yourself. Clear is available in a rattle can for a little job.
