Ground Loop Isolater?

Anyone know how to install the Radio Shack ground loop isolator on an AutoCom. Each isolator wire has two wires, and inner core wire coated with plastic and one surrounding the inner core wire? What/How do you hook these up? Basic instruction to a person severely challenged.

Inner core is the positive wire and the outer wire / shield is the negative.
