Simple Green works well for me.

I got mine to shine again by scrubbing with VERY FINE steel wool that I soaked in WD-40. I wouldn't do that as part of a cleaning routine, but it does the trick for getting rid of serious tarnish build-up.

Try some Xylol (xylene), you can find in most big box (or small box) hardware stores in the paint dept.
It's sort of like using brake clean/carb clean, but in a can, not spray on. Works great on natural unpainted rims, will do a good CLEAN up of engine cases, but not much if they are corroded/darkened or spotty.
It's pretty strong stuff, I put it on a rag, then wipe. If you have sensitive skin I'd wear gloves.
