The tank isn't supposed to vent through the cap. There are a pair of solenoids under the tank that control venting. When the bike is off, they cause the tank to vent to the crankcase and then to the airbox under the air cleaner. When the bike is on, it goes directly to the airbox.
It sounds like one of the solenoids is dead. I had this problem on my brand new '85 R80. It's possible to take both solenoids completely out of the circuit by routing the vent to the airbox. All this happens underneath the tank.
Leaky seals and gaskets are probably a sign of neglect. Unfortunately, replacing the pushrod seals requires pulling the cylinders away from the crankcase.

i am going to route the vent to the airbox today , i can hear the soliniods click when i turn the key on ?? but i want to keep it simple my gas cap was not keyed like the rest anyway i wonder if they can be rekeyed because my ign and the bags are not a match and now i found a backrest box that is still different and the cap is another one still thanks frank grass valley cal;if
