Bubbles in coolant

I just drained my coolant. As I poured the catch pan into a jug, there were small blue jelly-ish bubbles in the bottom of the pan. Could that be the Dex-Cool problem I've heard of or just leftover coolant from another fill that did not mix with what was then put in?

Whichever the case, should I flush the system with water before re-filling to try to get it all out?

The quick answer - yes.

Without a chemical analysis - hard to say what these are - but they don't belong there.. so flush away.
