Two questions,
1. What are the sizes of the hose clamps needed when changing the fuel filter?
2. Is this the correct type of clamp to use?

The inside diameter of the exterior fuel lines on my R1100R is 8mm; I would assume the lines inside the tank at the filter are the same. The clamp in your pic is for a fuel line and is available at any auto parts store. If your hose ID is 8mm, buy the clamps sized for 5/16" ID; the difference is negligible.

Hey ltljohn- your home brewing buddy Mike from Salt Lake here.
Those clamps are the kind I prefer, just take care to orient them such that the long screw bit doesn't hit the tank when you reinstall the plate or the holes won't line up - I just did that Saturday :doh .... The screws need to be on the inside or they'll interfere.
Also, you have two vent lines that have to come off and get re-attached - you are going to need smaller clamps for that, they're maybe 1/4" - I "customized" a couple 5/16 clamps to avoid a trip to the auto parts place. I have in the past opened those stock clamps up a little, removed the hoses w/ the clips still on them, then shoved them back on and re-crimped them - that was in a pinch, but it held for thousands of miles- probably would have gone forever.
The vents don't have any real pressure on them so realistically I think anything will do, but who wants to pull a tank for the want of a proper clamp?
Also, remember that if you still have the evap canister on your bike, mark the vent lines before removal so you hook them back up correctly. Just put a little zip tie on one inside, and mark the outside of the plate w/ a sharpie.
Remember to clean that O-ring well, and the groove it lays in, and I like to lubricate the O-ring lightly (smear w/ oil, wipe off w/ rag) before re-installation. Once you get the screws out of the plate you'll need to remove the plug for the sending unit on the inside (it's held there - it won't fall in on you), then finesse the float past the opening and the plate will come right out.
If you've got 1 bar or less showing on the RID you can do this on the bench and not pour fuel everywhere when you remove the filter plate. Just lay the tank on its right side and prop it up so it will stay there.
While you're in there, check out your quick disconnects. I was just working on my 04 and my buddy's 02, and we replaced his quick disconnects and my O-rings- he had a disconnect failure last summer, blew a hose off inside the tank- real pain on the side of the road so he was set on replacing his. I would at minimum clean them up and replace the O-rings.
