I was looking at a 1996 R1100RT recently and noticed that down by my knees there was a wing or louver that was hinged in such as way that it could be tucked in flat against the bike or lifted up so that it acted as a wind deflector, giving your legs more protection from the wind. I just bought a 1999 R1100RT and it doesn't have this feature. Is this an after market piece, an add on from BMW or specific to only that year?

It is probably a set of Baker Air Wings.
