What does it take to make them? I want to include pictures, if that matters.
I was browsing through my local Walmart and didn't see anything. Just wondering what any of you guys use. Thanks.

Short answer: Adobe Acrobat.
The slightly longer answer is that just about any Adobe product (Photoshop, Illustrator, InDesign are the ones I'm certain of) can save files as PDFs, but you really don't want to buy Adobe CS just to save PDFs. Microsoft Word can save PDFs, too, if you've got that laying around.
I had no idea Office had that capability. I just went through the steps and downloaded the proper plug-in, and I have a simple document saved as a pdf.

What I've found is the most handy is being able to create a PDF from any Windows source just by printing. Go here: http://www.pdf995.com/ and get the free copy of PDF995. It installs like another printer, so to create a PDF from any program, just print to it and you'll have a PDF that looks just like the printed output would. Very slick.
If you want to not just create PDFs, but also edit exiting ones (ie. turning a PDF back into a Word document, etc.) then this is a great product in my experience: http://www.nuance.com/pdfconverter/create/ & here: http://www.nuance.com/pdfconverter/matrix/. I've used Version 3 with great results.
