R11GS gas tank liner problem

I was changing the fuel filter on my '96 R1100GS and it appears that a portion of the tank liner has come loose from the inside of the tank. I remove the loose portion. I didn't even know it was lined. Has anyone had this problem and what did you do about it? There doesn't seem to be any leaks, rust, etc.
