Is bmw still offering a free top box when you purchase a new bike before December 31 2003

The top box is included but the backrest is a $90 option ~ a tad chintzy don't you think? I wonder why BMW decided to delete the radio package this year; i would be far more likely to buy the radio if all the wiring/antenna were already in place.
