Is there a replcement bulb for BMW fog lights that can be bought for a $ savings from a auto parts store?

Yep, a bulb is a bulb and any autoparts store like Pepboys, Dicount Auto, etc have them :bliss
The notion that all parts need to come from your dealer is..... :eek
Just try to find the best quality like Philips or GE not some 3rd world fly by night operators parts. :huh

I would assume your Owner's Manual would have the bulb types listed.
